Now, a peer-reviewed journal is praising the innovation. In October 2020, the City and Borough of Juneau Emergency Operations Center (EOC) opened Centennial Hall as a COVID-19 quarantine and isolation facility. The goal was to prevent the spread of the virus amongst vulnerable populations, which would have led to high rates of hospitalizations. Most individuals using the facility did not have permanent housing and many had severe alcohol dependence. To counter the potentially severe effects of alcohol withdrawal and reduce withdrawal-related hospitalizations, Bartlett Regional Hospital (BRH), Capital City Fire/Rescue (CCFR), and CBJ developed a Managed Alcohol Program that administered alcohol to individuals. Now, Juneau is being featured in a peer-reviewed research publication for its ?innovative? response. ?Managed alcohol: one community?s innovative response to risk management during COVID-19? was published December 6 in Harm Reduction Journal. The article highlights how Juneau ?recognized the complexity and potential risk to individuals experiencing structural vulnerability related to homelessness and a severe AUD [alcohol use disorder], and the community at large, and was able to create an alternative path to minimize those risks using a harm reduction strategy.? CBJ Chief Housing Officer Scott Ciambor serves as the lead for the EOC Quarantine and Isolation Task Force. He managed the isolation program at Centennial Hall: ?There are hundreds of logistical details necessary to safely house people on an emergency basis for 10-14 days. And, we needed to meet medical and basic needs of the individuals to encourage people to voluntarily stay in an isolation facility for 10 or more days to prevent community spread,? explained Lacey. ?I am incredibly proud of our community for how quickly everyone pulled together and the innovation, collaboration, and dedication across so many groups.? The program administers alcohol to individuals through a physician-approved protocol which, according to Dr. Tim Quigley Peterson, developed organically and through collaboration. Peterson is CCFR?s Medical Director. ?The intake form asked how many drinks a day it takes for the individual to not get sick. The general answer range was 5-7. So we asked, ?Why not give enough alcohol to prevent withdrawal?? I wrote the initial protocol, consulted with Dr. Lindy Jones, and then with the team that included BRH to make further adjustments on implementation. Teamwork and collaboration were key,? Peterson said. The honor ?recognizes an Alaska Native who has demonstrated dedication, competence, and sensitivity in the area of public service. This award recognizes individuals who have promoted and assisted in the development of their community, or whose accomplishments and leadership qualities have most directly affected and benefited Native peoples,? according to AFN. ?It?s a humbling experience to receive this award and I?m honored, surprised, and grateful,? Chief Mercer said. ?I joined law enforcement because I wanted to work with a group of people that serves the public and makes the community better. That?s what we?re here to do ? to serve.? Mercer is the first Alaska Native to lead the Juneau Police Department. He was born and raised in Sitka and is Tlingit, Raven Coho. Mercer?s law enforcement career includes 21 years with the Juneau Police Department. Being Police Chief means being a role model and building a police force that reflects the community: ?There?s not a lot of minorities in law enforcement. I look around and there are a few, but not a lot. I think it says something to young minds and young people to say, ?You can do this. It is an option.? I think that is something significant,? Mercer said. Mercer has worked his way through the ranks, becoming Police Chief in July 2017. His prior JPD positions include Deputy Police Chief, Captain, Lieutenant, Sergeant, and Officer. Prior to coming to Juneau, Mercer was a Police Officer in Sitka. He started his police career as a reserve officer in Sitka in 1992, eventually accepting a full time Sitka Police officer position. As the City and Borough of Juneau considers the development of a new City Hall, the Engineering and Public Works Department conducted a community-wide survey from mid-October to mid-November looking for public input. The survey yielded more than 1,300 responses. Read the full report on the survey results here. CBJ offices are currently spread across five facilities downtown with annual rental costs of about $750,000. CBJ is weighing options for a new City Hall with the aim of reducing long-term operating costs and improving service to the public. CBJ contracted with McKinley Research Group to help design and analyze the survey. Key findings: * About three-fourths (74%) of respondents said they are supportive or strongly supportive of developing a new City Hall instead of continuing to rent office space, while 18% said they are opposed or strongly opposed, and 9% don?t know. * Of the two-thirds of respondents that recommended a location, the top suggestions were the old Walmart building (32%) and ?Downtown? (27%). * Respondents placed a high value on parking for the public and staff, with 73% rating it high priority. * The highest construction priority was design for a long service life, with 73% of respondents rating it high priority, followed by high energy efficiency, deemed high priority by 65%.
